Temporary Road Closure
Affecting Freethorpe Road from its junction with Norwich Road to its junction with Well Road in the Parish of Cantley, Limpenhoe and Southwood from 8th to 21st September 2026.
The parish precept has been raised as a one-off for one year to fund the production of a Neighbourhood Plan for the parish. This has been precipitated by the proposal to build 300 houses on the edge of Cantley - to more than double the size of the village. Neighbourhood plans help parishes protect what matters most locally, shape future development, and unlock extra funding for infrastructure — but they require commitment and resources to deliver.
If we do not have a Neighbourhood Plan we miss the opportunity to influence future development and the parish misses the financial benefit of maximising the Community Infrastructure Levy funding which accompanies large developments.
Small parish councils like ours do not have reserves for extra projects and expenses. Funding is needed this year to cover the cost of employing a specialist consultant to advise and guide the process, and to write the plan.
Government has withdrawn funding that other parishes had received in the past to develop their plan. We have to raise the funding for a one-off project to develop the neighbourhood plan. It is estimated a Neighbourhood Plan for our parish would cost in the region of £20k. Broadland District Council offer a grant of £6k to support the development of a Neighbourhood Plan. Raising the parish precept for one year will provide the remaining funding required to allow this to happen with all the benefits to residents that will follow in the future. Although a 95% increase sounds drastic, for a band D property this equates to approximately £1 per week and this was something that Council considered when making the decision.

The parish is split into three distinct villages (Cantley, Limpenhoe and Southwood), located over an area of just under 13 square kilometres. The main village of Cantley is probably best known for the British Sugar factory.
